A question about Epigraphic South Arabian

Why is ESA considered South Arabian in origin when all the oldest examples of it are found in East Africa? I found these sources [link] and [link] stating they date to the first millennium BCE in Eritrea. The oldest dates I found for S.A. date around the 6th century BCE. Any one have any papers that say otherwise?
