Baby bonds sound like a promising idea though they need strong families and may not directly help current
folk now struggling. And in today's political climate they may be a non-starter. ANd we know the old
story. Unless it is formatted to benefit mostly white people it becomes a real non-starter.
Hence most "Affirmative action" beneficiaries are
white women, and Johnson's "Great SOciety"
programs that pumped billions of federal dollars down state and local pipelines only got
passed in substantial measure because the main beneficiaries would be white, either at the
start or through subsequent expansion.
But you would never know this from the dishonest right-wing propaganda campaigns over the years trying to, say,
portray the Great Society programs as these evil things benefiting mostly "black" people. The same pattern was
seen earlier in New Deal programs, which southern segregationists time and again sought to sandbag black people
from. Social Security for example was deliberately formatted initially to EXCLUDE agricultural workers and domestic
servants, most of whom were black. The shorter life expectancy of blacks also subsidizes white people since the
earlier dying blacks pay into the system but never live long enough to collect as much benefits. Things are not as
bad as previously but the basic pattern is historical. And of course in
welfare, benefits paid out are more
generous where whites are the majority of recipients, compared to states where blacks are the majority of recipients
even though whites have some 9-10 times to asset wealth of blacks, and 50%-60% more income overall.
But you would never know this amid the clouds of bogus propaganda about "all this welfare for black people."
